I'm forever fascinated by the diversity of spanking related activity that takes place all over the world, just for fun, and often involving those who don't share any sort of regular interest in the activity (unlike those who tend to visit this page).
For example there are certain hospitality businesses that have built a big reputation for spanking related fun.
First and foremost there's the Heart Attack Grill in Las Vegas where anyone failing to finish their outrageously large helping of deliberately unhealthy food is liable to get three swats with a wooden paddle across their backside in full view of everyone else in the restaurant. There are dozens of videos out there on the internet and in most cases they don't seem be any too gentle although it's always done with good humour on all sides.
Then there is the Hofbräuhaus chain of bars all over the world.

I've never been to one so I can only piece together what I see on video clips online but there seems to be occasions such as birthdays that warrant a customer being invited to be paddled. Also, they sometimes seem to be based on customers in a particular party drinking shots and then each getting paddled with the shots paddle. Again, much laughter and hilarity for all, most of whom probably have no interest in spanking at other times. These seem to just involve a single swat but they look hard enough to sting for some while.
Then there's some overtly sexual festivals where it is much less surprising that spanking fun appears - I'm thinking of the Folsom Street Fair that originated in San Francisco but now seems to pop up in other major cities as well...
...and various Exxxotica exhibitions...
Again, these are hardly "mainstream" events but still I suspect the spectators may not all be into spanking related activity outside of these events.
I don't know whether to include the Burning Man Festival in Nevada in this section as well - I don't think it's really a sexually themed event like the previous two, but spanking related activity (in this case a belting) seem to occur quite often. I've read a bit about Burning Man but I'm still not sure I really know what it's all about.
Then there are a few European examples that I find very strange. Firstly, there's the Easter Monday tradition in the Czech Republic of groups of boys/men going round whipping young women in some sort of fertility ritual known as pomlázka. That this continues to survive in the politically correct "metoo" era seems wonderfully bizarre.
The consensus seems to be that it is less accepted today in big cities and is more prevalent in rural communities (although it is not absent in cities either) and that those girls who really don't want to become involved are unlikely to be pressured. Some of the girls seem to go along with it, albeit without much enthusiasm (perhaps because it seems to often involve getting doused in cold water as well as being whipped), while others joyfully enter into the fun of the whole occasion. Again, probably for the majority, they never think of spanking fun at any other time.
Also coming from central Europe is Krampus - a sort of Christmas antidote to St Nicholas who, instead of being a jovial man bringing gifts for good boy and girls, is half-goat half-demon with a bundle of sticks for beating bad boys and girls. Very occasionally this also gets acted out.
Of courses there are "birthday spankings" all over the world, although predominantly in the USofA. The most common scenario is where one person gets to administer the hand spanking to the recipient's bottom - either a single smack (sometimes quite hard) or one for each year being celebrated "plus one to grow on" - in the latter case the main part is usually just symbolic but the extra one at the end can be quite hard. Sometimes everyone at the party gets to give one smack - sometimes they stand in a line, legs apart, and the birthday boy/girl has to crawl through the tunnel while the others try to smack their bottom as many times as they can.
But the example that always seem most odd to me is Poland - reputedly the first country in the world to ban corporal punishment in their schools. Nevertheless it seems that there is considerable enthusiasm for a birthday spanking, especially on the occasion of an eighteenth birthday.
This appears to be a very widespread practice (confirmed by a Polish friend of mine who remembered her eighteenth birthday with the spanking as being "the best bit of the whole night" - but then she is one of us!). The subject seems to usually be put over a chair or over the lap of someone sitting on a chair (who can then stop them moving around too much) and most times a belt is used and passed around the group until everyone there has delivered one stroke across the celebrating party's bottom. Most of those involved will not be spankos normally. Two things in particular I always look out for. Sometimes one or both parents of the subject are at the party and get to give a whack with the belt, perhaps for the last time! Some of the spankers clearly make it very symbolic and barely touch the subject's bottom with the belt but most times a few seem to really relish the opportunity and deliver a real stinger. The birthday boy or girl may be unable to not react to some of the harder whacks but they generally come out laughing and smiling.
Only very recently I came across another truly bizarre example of this genre from Japan. We're used to seeing Japanese game show participants sometimes being subject to some very painful and humiliating torture so perhaps this one shouldn't come as a surprise.
Male and female members of the public at the Onda Festival are pursued by masked men trying to hit them with a bamboo stick - another fertility ritual apparently. Although they sometimes give very gentle taps to children who are there, they're often far from gentle with the adults - usually it's just a single hit aross the bottom but some of them look like they really hurt, although everyone is usually laughing at the end. There are loads of video clips for this out there so I don't know why I've not seen them previously.

It does seem that Czech & Slovakian spanking totems revolve around some cute ceremonies. With the addition of the fabled Krampus at Christmas time, as you say. I recall there is also an Easter spanking/dance ritual from Slovenia (?) maybe. Perhaps the harsh "Cold War" years gotten spanking thoughts promoted to the fore from yore. Older generations in Eastern Europe are strict & hardworking in my experience. And so traditions continue.

Why yes, the humour in spankings in the USA is always prominent !
In my experience, as a Southern belle (raised Atlanta, Georgia) spankings are pat of culture & societal norms in the USA, especially in the South. And so humour & fun is integral to this. A good "whuppin', whooping, whipping or whoopy-ass" sure happens the second photo, James ha-ha.
I am age 61 & so my female peers, were mostly raised with corporal punishment at home (I sure was!), & notably more so for my friends from Atlanta & South Carolina. Although it is also almost the same for my friends under age 50!!
Oh my! We Southern belles talk about it a bunch over the years, naturally. It was just a normal fact of life. This particular, American spanking culture & attitude is so very different to the UK & Canada, where it's a bit reserved, understated or even "taboo".
I defer to your wisdom & experience, James, but spanking in the UK seems to endure the preserve of Ol' fashioned public school scenarios for both schoolgirls & boys. The USA context is both broader & deeper & societal, & of course contemporary!! Oh my! Spanking humour is ubiquitous across American media & TV for example.
