The eagle eyed may have noticed the absence of a "favourite' last month. I hope this one makes up for it.
For me this is a classic example of "less is more" - ultra realistic school CP image. We're only seeing a snapshot in time and there's no punishment taking place right now but maybe we can figure out what's going on...
We have the stern looking headmaster who has just had the unpleasant task of caning two of the senior girls. We have the female assistant teacher, present as a requirement when he has to punish female pupils, and now looking intently at the cane she's just seen being used - perhaps remembering her own schooldays or perhaps wondering just what it would feel like.
And we have the two schoolgirls - heads bowed slightly and no doubt looking very sombre as they leave the office. Both unable to stop themselves from putting a hand to the seats of their skirts, very aware of the tremendous pain they've just experienced, and the shameful nature of the whole experience. A lesson well learned we hope.

Your posts bring out all our stories.
The female teacher is feeling the quality of the terrible, swishy rattan cane & remembering how much it stung across her own bare botty when her mother gotten real cross back in days of yore. Enough potty-mouthed tirades & tantrums in the store, already, young lady!
And watching those two naughty missies leave the room reminds her of herself & lil' sister exiting the living room after mom had gotten to pull their sensible, cotton white panties back up & refastened their cute pinafore dresses & sent them to their bedrooms to do the switchy-botty-dance in consolation. And mom put the cane back in the downstairs cupboard for another day.
