A lot of things going on with this image that make it really interesting to me. For one thing, there's pretty strong evidence that in the UK the tawse (in Scotland) and cane (most of England, Wales and Northern Ireland) were the favoured implements used for corporal punishment in school during the 20th century, the slipper (usually, in practice, a gymshoe/plimsoll/sandshoe/dab) was often the secondary choice, and probably, as such, gets under represented in the adult CP sites that try to depict "school" type scenarios.
In some schools, the standard rule was apparently that boys got the cane and girls got the slipper. Where girls were subject to the cane, it was usually given on the hand, but it is generally the case that the slipper could only really be effectively applied to the bottom - hence in treating girls with the apparent leniency of the slipper rather than the cane, they were nevertheless exposing them to the greater humiliation of being punished on the bottom rather than the hands.
It was also, to a large extent, the case that if the person inflicting the punishment chose, the slipper could hurt almost as much as the cane (although the pain from a caning probably lasted for longer) so that those on the receiving end were probably not being given credit for how serious their punishment was. After all, if you cane someone across their bottom, you need to stop the stroke at some point shortly after impact or risked damage to the cane - because the slipper flexes much more you can apply as much force as you want.
Another common rule in UK schools was that, where corporal punishment was to be used on girls, it could only be given by a female member of staff. Of course, this rests on the assumption that male staff hitting a girl might derive some enjoyment or might be able to hit harder than necessary. Of course, the reality was that there were probably some female members of staff who were more attracted to girls than boys and could get quite a kick out of physically punishing one of them. I suspect that in some schools the girls would have their suspicions about some of the female staff and would probably have preferred to be punished by a male teacher if they had the choice. It would probably also be the case that many male teachers might hold back a bit when punishing a girl whereas a female member of staff may not feel the same need to be sparing.
There is also a widespread view on sites that depict corporal punishment of "schoolgirls" that skirts would either be so short that if they had to bend over, their knickers would be exposed or, alternatively, that the pleating and volume of material in the skirt would impede physical punishment and necessitate it being turned back. Both of those were, probably, often the case, but some girls did choose to wear quite tight pencil skirts and bending over then would simply tighten the material across her bottom in much the same way that boys trousers were tightly stretched by the act of bending.

The slipper was used frequently by both male and female Teachers in the Secondary School I attended in the UK.
However , it was almost exclusively used on us boys who had to bend over in front of the class for 3 or 4 hefty whacks.
It stung like heck.
We had one female Teacher , and a quite attractive one as I recall , who took us boys into a storage room off the main classroom and slippered us in 'private' while the class could hear.
She would have you bend over at one end of the small room while she stood at the other end and took a run of about 3 or 4 paces before letting fly full force.
Your butt actually went numb by the last whack but you could feel it as you walked back to the desk.
Sitting at the desk was impossible without squirming or putting your hands under your legs.
The girls were always slippered on their hands but this was infrequent.

Thanks James, yes, the British, standard, traditional, plimsoll shoe of yore is surely in the Hall of Greats as a fearsome spanking implement ?!!
And I say that as a Southern belle from Georgia - where the slipper never really took off big style in the US ! I have discussed this my friends from the UK, some who gotten raised with the plimsoll in the 1950s & 60s!
In the 1950s, 60s, 70s & 80s, it was common for naughty British girls to have gotten to fear & feel that plimsoll hard across their bare backsides growing up at home. And Oh my! What a terrible, rasping-raw, unbearable sting it sure was on a bare seat. Most salutary & harmless, of course. A baker's dozen, with knickers down. Perfect!
The classic plimsoll, "slipper", was so very light & bendy, with black canvas uppers & a very hard, nasty, ribbed rubber sole - perfect for causing extreme discomfort on bare, sensitive princess bottoms!
In fact, this slipper was far more effective as an attitude adjuster than the paddles & ping pong bats that lived in American households. This is an interesting historical outcome in its own right ?!
As a cheerleader myself, as a child, in the 1960s/70s, I gotten familiar with sports shoes: we called those plimsolls, "cheap sneakers," & the term "pumps" & was also heard. White & blue versions gotten sold in the stores.
In the 1970s, the development of more advanced athletic shoes & fashion trainers saw plimsolls less used ...(for sports, I mean!!!)
And the Converse basketball shoes were also popular as street trainers, but not for spanking. Oh my !! :-)
Apart from outdoor sports & cheerleading & playing "in the yard" or the park, I was forbidden in the 1960s from wearing sneakers to formal occasions. So I gotten forced to wear sensible, formal, conservative shoes with dresses for church, Bible Class or just being taken to coffee mornings or friends with mom.
My besties in the local, suburban 'hood in Atlanta generally gotten whooped with the strap, hairbrush, paddles, wooden spoon, pig pong bat & of course that whippy, fresh, green Southern icon - "go fetch a switch, young lady!" For sister & me it was slightly different: no belt, no paddle, no slipper, but instead our strict God-fearing mother kept a dreaded whippy, rattan cane in the downstairs cupboard. And only for our bare botties, too ! Rules were spartan & so very strict. Corporal punishment from mom was soooo harsh & best avoided at home, James !!!!
In school we had the traditional wooden paddle for y'all (just over clothes, of course), but neither me or my lil' sis gotten punished at school, we were both goody two-shoes girls - thanks to mom's cane in the cupboard, naturally! GULP!
