It seems to me that you can pretty well guarantee every month or so in the UK a local paper is carrying a story about one or more schoolgirls being sent home because the head teacher considers their skirt to be shorter than regulations permit. I think I have the answer. If I was the head teacher I would make it the rule that school skirts should look like this.
I'm fairly confident that very few girls would wear one shorter and need to be sent home.

A teenage girl I know rolls her skirt at the top when she wants it short and makes it school correct by unrolling it when necessary. Hasn't that always wants the way?

Well James, y'all young Southern belles sure did not have skirts like this in the vicinity of our Church in the 1960s, but we did have chaperones ! Oh my!
Likewise for my own two daughters ! Sure thing!
Corporal punishment for my two young daughters was just a normal fact of life, exactly as it had been for their mom, yours truly ! Indeed, that is by default in the strict South, already.
For my girls, I eschewed the naughty step (sadly) & always used a high-quality, finest, whippy-thin rattan cane as the "botty smacker"....again, same as mom had used on me & my sister in the 1960s & 70s..
So after I gotten real mad & fetching the salutary cane for my girls after pray, telling lies, fighting, or all sorts of bad behaviour (this was the 1980s & 90s) I was always intrigued by the notion of whether it was: dresses up & panties down. Or indeed, panties down & dresses up. (I think my daughters were equally intrigued, if rather scared !) Yes, there were routines & protocols for punishment, but there was also some variation & even spontaneity depending on contexts & indeed clothing !
Baring their bots for the spanking stick, took a lot longer when they wore overalls (dungarees) ....all those poppers, fasteners, buttons & straps to navigate & get down to the bare essentials.
Pray, I do think this girl in the photo would put her hands on her head and have her panties simply & quickly pulled down to her knees, and on bending over the sofa, her skirt would be lifted to bare her backside for the cane ?!
Or maybe it's the other way round ?!
ha-ha!
Anyway, cane to bare botty is the only punishment, James (as indeed my young granddaughters are now ruefully discovering when they are naughty !)
