I suppose it depends on your point of view - to me, this is barely started. I hope she's going to get spanked much more throughly than that before being sent to bed. In particular the spanker needs to pay attention to the lower part of her bottom and tops of her thighs so that she feels it when she sits down. It is, nevertheless, a very pleasant sight.

I hate to ask a nasty question. Well alright I don't hate it I enjoy asking nasty questions but doesn't it all depend on what she has done wrong? Perhaps a very mild spanking was all she deserved?

She might also be like me, well-spanked so often that it takes quite a long spanking to leave much in the way of marks. Let's hope either way that it's not her last spanking, with such a pretty bottom and all.

Like mother, like daughter.
James, as a strict, loving Southern mother to two girls (born 1980s) I raised them with old fashioned, traditional conservative family values. I did not tolerate PC and I believe naughty steps had not been invented already in Georgia !.
I did however keep a flexible, thin, rattan cane in the cupboard for when punishment needed to be administered. I sure brooked no half-measures, and so this photo of the unclothed "seat of learning" sure gotten to be a familiar sight to me throughout their childhoods !
I understand that their tender bottoms have now fully recovered and they have learned about accountability & responsibility (now in their 30s)
This photo of the "seat of learning" was also a familiar sight to me as a child, seeing my lil' sister getting a good whooping with the rattan switch over mom's knee (or across the sofa) throughout the 1960s. That was common discipline in our Atlanta suburb, James (albeit the strap was a more common implement).
Mom fetched the cane, our botties gotten bared and she did her duty as a loving, chastising, normal parent. Job done !
Those PC moms and snowflakes sure do make a fuss in more recent times. Strict, Southern family values endure for me !
